Floors 1-4
The first four floors of Spiral Tower contain the lobby/ground floor, bulletin boards, and a host of crew rooms for exploration teams in training. You can see surprisingly far from the crew rooms. Controlei Guild accepts all sort of apprentices, specializing in the misfits and the wanderers.

Floors 5-8
The storage, hospital, and employee rooms are found here. Employees get top floors and can see the entire town at this height. Climbing the staircase to this height is really difficult, so there are plenty of psychics waiting near the stairs to simply teleport Pokémon to different floors. This makes it much easier on Pokémon who need to get to the hospital as soon as possible.

Rooftop
Flying-type Pokémon deliver mission pamphlets and other supplies to the roof. Many teams sent to patrol town simply sit up here and watch the town from below. You can see into Controlei Forest and beyond at this height. Sentry duty occurs here when it's needed, but the guild is usually open to the public at all times, so it's not necessary.
